Loan Agreement was signed on May 29, 2009 between the Government of the Republic of Azerbaijan and Japan International Cooperation Agency under Provincial Cities Water Supply and Sewerage Project. The Agreement came into force on June 30, 2009.
The project is aimed at reconstruction of water supply and sewerage systems of seven towns and rayon centers (Gusar, Khachmaz, Khizi, Gobustan, Yevlakh, Barda, and Naftalan).
A contract was signed on August 05, 2010 with Tokyo Engineering Consultants Co.Ltd. (Japan) for detailed engineering design, construction supervision and project management. Work on detailed design started in January, 2011.
The international competitive bidding on reconstruction of a part of water supply and sewerage systems (water intakes, transmission mains and reservoirs) in Gusar, Khizi and Khachmaz was completed early in 2012. According to the results of the bidding successful bidder is “Azersutechizattikinti” OJSC. On January 31, 2012 a notification on receipt of the bidder was sent to “Azersutechizattikinti” OJSC. A contractor agreement was signed the successful bidder on February 7, 2012 and instruction on competence of works were given on February 23, 2012.
Inauguration ceremonies on reconstruction of water supply and sewerage systems On April 19 and May 2, 2012 inauguration ceremonies on reconstruction of water supply and sewerage systems of Gusar, Khachmaz and Khizi regions were held.
“Reconstruction project of water supply and sewerage systems in Gusar” plans to develop water supply and sanitation systems of totally 31453 people including 19618 people in Gusar, 11835 people in Balagusar, Hassangala, Old Khudat, Chilagir, Yukhari Layar, Gayakend, Chartepe, Orta Khuch, Ashagi Khucha and Khuray.
According to the first stage of the project 700m long drainage water intake plant with capacity of 85l/s or 7360m3/day will be constructed in the river-bed of Gudyalchay, 17,8km long transmission main (DN=315mm) will be laid. 3Nos reservoirs with capacity of 1000m3 each will be built, 2,8km long a feeder water line will be laid between the reservoirs and a chlorination building including chlorination plant will be constructed.
In the next phase of the project105km long water network will be constructed. 80km long sewerage line will be laid, a reservoir with capacity of 1000m3 will be constructed and more than 5700 people will be supplied with water meters.
“Reconstruction project of water supply and sewerage systems in Khachmaz” plans to develop water supply and sewerage systems of totally 57639 people including 46776 people in Khachmaz city, 10863 people in Gobugirakh, Armudapar, Garachi, Garagurdlu, Kohna Khachmaz villages.
According to the first phase of the project Uchgun spring will be reconstructed and thus 200l/s or 17300m3/day water will be transmitted from this source. 2km long transmission main (DN=400mm) will be laid. 2 Nos reservoirs with capacity of 3000m3 each and 2Nos reservoirs with capacity of 2000m3 (totally 10000m3) will be built, 1,5km long feeder water line will be laid between the reservoirs, chlorination building including chlorination plant will be constructed.
In the next phase of the project 165km long water line network and 154km long sewerage system network will be laid. More than 12000 consumers will be supplied with water meters. In accordance with the project 2 Nos water and 4Nos sewerage pumping stations are planned to be constructed in Khachmaz.
Wastewater will be transmitted to Water Treatment Plant with capacity of 40000m3/day that will be constructed in Khachmaz and here will be processed. Wastewater of Guba, Gusar and Khachmaz will be transmitted to this wastewater treatment plan for processing.
Construction and installation works on the project will be completed by of 2014.
“Reconstruction project of water supply and sewerage systems in Khizi” plans to develop water supply and sanitation systems of totally 6279 people including 3294 people in Khizi, 1423 people in Altiagaj, as well as 1562 people in Bakhishli, Tikhli and Khalach villages.
In order to supply consumers with drinking water on “24 hours a day” basis construction of water intake facilities with the capacity of 430 cubic meters per day in Gars and with the capacity of 40 cubic meters in Yeddibulag, as well as transmission main of 17,3km laid using steel pipes has been completed. Work on the Dahardibi water source to be launched.
Work on the second phase of “Reconstruction project of water supply and sewerage systems in Khizi” to be launched in November 2014. At this phase a water intake facility with the capacity of 240 cubic meters per day will be constructed in Shafa water source. 2reservoisr with capacity of 1000 cubic meters each in Khizi city, and 4 reservoirs with capacity of 400 cubic meters each in Altiagaj settlement will be constructed. At the same time distributional lines of 42,1km and sewerage line of 30,4km will be laid. Every house will be provided with pre-paid smart-card water meters. In addition in the frame of the project administrative and laboratory and other industrial buildings will be constructed and machinery will be purchased.
For treatment of wastewater a water treatment plants with capacities of 800m3/d and 250m3/d in Khizi town and Altiagaj settlement will be constructed. According to the project 3 Nos pumping stations is planned to be constructed for sewerage network.
Bidding on reconstruction of water supply and sewerage systems in Naftalan was declared. According to the project 6,4km long water line will be laid by polyethylene pipes (DN=315mm), 2 Nos reservoirs with total capacity of 3000m3 and chlorination building will be constructed for providing Naftalan town on a continuing basis with high quality drinking water. At the same time 32,35 km long sewerage network will be laid covering 1800 connecting houses. In the frame of the project microtunnel collector with the length of 240m will be drilled.
Bidding on reconstruction of water supply an dsewerage systems in Gobustan town has been declared. According to the project 8Nos subartesian well will be drilled, 4 Nos pumping stations, 3 Nos reservoirs, chlorination plant will be constructed. At the same time 59,7km long distributional water line will be laid by high-density polyethylene pipes and fire hydrants will be installed for providing Gobustan town on a continuing basis with high quality drinking water.
Bidding on reconstruction of water supply and sewerage systems of Yevlakh was declared. According to the project 2 Nos reservoirs with the capacity of 5000m3 each will be constructed, 34,5km long transmission main, 124km long distributional water line will be laid by high-density polyethylene pipes, fire-hydrants will be installed for providing Yevlakh city on a continuing basis with high quality drinking water. For improvement of sewerage infrastructure 129km long sewerage line will be laid by high-density polyethylene pipes, 7km long sewerage collector will be constructed. 15 Nos sewerage-pumping stations will be constructed for the normal discharge of wastewater.
